I don't know what the BEST database might be, but I use Filemaker. (Certainly what's best for some will not be best for others.) But FM is the most flexible, in that it allows you to design your own...

There's also AppleWorks, which comes with most machines. Or you can download it or an updater from Apple.com. I haven't used it much, but it looks a lot like FileMaker to me.
